
Carol McCutcheon is a seasoned community leader and dedicated public servant with over three decades of commitment to Sugar Land. She has lived in the city for 32 years and was elected Mayor on June 7, 2025, securing 29 of the city’s 38 voting precincts in the runoff.
Before her mayoral win, Carol served four consecutive terms on Sugar Land City Council representing District 4. She held the position of Mayor Pro Tem from 2019 to 2020 and has been actively involved in influential boards and committees, including the Sugar Land Development Corporation Board, TIRZ #4, and the Finance/Audit Committee. She also contributed as a member of various civic groups, such as the Skeeters Baseball Foundation, Multicultural Task Force, Greater Houston Lions Club, and Shape Up Fort Bend Board of Directors. She was honored as one of Houston’s 50 Most Influential Women in 2022 and recognized as a Fort Bend Woman of the Year in 2003.
Professionally, Carol is a retired petroleum engineer with a B.S. and M.S. in Chemical Engineering (University of Tennessee and UT, respectively) and an MBA from the University of Houston. She spent her career leading technical teams in the energy sector, bringing a pragmatic, solutions-oriented mindset to local governance.
Her leadership credentials are further underlined by her graduation from leadership programs such as Sugar Land 101, the Citizens Police, Fire, and Airport Academies, Leadership Houston, Leadership Texas, and Leadership America. She has also served as past president of the Women’s Energy Network of Houston and co-chaired several charitable fundraisers focused on women and children.
As Mayor‑Elect, Carol brings a platform centered on enhancing public safety, revamping infrastructure, and managing responsible suburban growth—all while embracing Sugar Land’s rich diversity. She intends to govern with a collaborative, inclusive, and listening leadership style rooted in her deep experience and unwavering community focus.
